Maritime Industry Authority (MARINA) released STCW Advisory No. 2016-14 which contains clarifications on some provisions of STCW Circular No. 2016-07 and 2016-08 on Mandatory Minimum Requirements for Examination, Assessment and Certification of Ratings as Able Seafarer Deck and Able Seafarer Engine, respectively, for existing Deck and Engine Ratings.

You don't need to have an Examination or Practical Assessment. Only the requirements stated above in number 2, are the minimum requirements you need to provide.

The Advisory Concludes:- All existing Ratings for both Deck and Engine who served on board for 12 months for the last 60 months prior to 26 May 2016 are considered to have met all the requirements of Regulation II/5 Section A-II/5 and Regulation III/5 Section A-III/5 of the STCW Convention and Code and shall qualify for the issue of Certificate of Proficiency (COP)
- Seafarers covered by the preceding paragraph shall present a Seafarer's Identification and Record Book (SIRB), Company Certification (Sea Service), and Valid Medical Certificate.
